Active Augment Skill "Empower" not working?

Hello,

I used the Donation Augment service to get two weapons with "Active Empower", but the skill seems to not give any M. Attack bonus.

Tested both weapons against a non-Augmented weapon and there is no difference in damage.

Can anyone else test/confirm this please?
